Lynwood Owens, CEO/President

Mr. Owens incorporated LBO Technology in April of 2009 as President/CEO.  He brings years of Business Development and program operations experience to the company. 


Prior to incorporating LBO Technology, Mr. Owens was a board member and served as a Senior Vice President of Business Development for a Service-Disabled Veteran-Owned Small Business as well as a Director for a large Information Technology government contractor where he managed a contract backlog of over $75M.

Federal Government Clients

LBO Technology was awarded two prime contracts, at U.S. Department of Health & Human Services (HHS).   LBO Technology is supporting the Branch Chief, for the Office of the Assistant Secretary for Preparedness and Response (ASPR) with
state-of-the-art broadband satellite equipment, and secure communications to support law enforcement and first responders. We ensure first responders have full communications capabilities with voice, data and video whether in a densely populated urban area where the infrastructure is damaged or a remote and isolated location where no infrastructure exists. Our support includes Satellite Terminal Maintenance and Repair and on-site Field Engineering Technician services including travel to various HHS CONUS locations and OCONUS locations. 
LBO Technology, LLC have been awarded a multi-year prime contract from the Washington Headquarters Services Pentagon, Force Protection Agency (PFPA), working with subcontractor MicroAutomation’s Omni911 solution and support services.  LBO Technology is responsible for the design, development, implementation, software maintenance, and back-end infrastructure support, of the NexGen 911 application.  The NexGen 911 is an entirely software-based NexGen 9-1-1 call handling solution, fully compliant with NENA i3 standards, capable of operating in a premise-based or hosted environment. 
As a prime contractor, LBO Technology and teammate Digital Science will utilize - Symplectic Elements, a Technological Solution to Capture Research Data customize
an AI tool to provide a single solution to streamline research, activity tracking and analysis. This unique, reliable product suite allows our team to capture, curate, analyze and make available Agricultural Research Service (ARS) and USDA research activities and outputs. The solution would be used to capture and curate research activities, and output data and provide tools to reuse these data for public display and reporting.

LBO Technology supports the State Department’s Professional Administrative Support Services-Domestic (PASS-D) through both program management and evaluation support. LBO Technology provides input and recommendations on SOW development, IGEs, and acquisition/milestone plans.  We process contract modifications, such as changes to the scope and labor categories, submits procurement packages for contract awards or modifications and maintains contract files to track all pertinent contract-specific data and information. We coordinate with the CO in the development of procurement packages and provide analysis, recommendations and advice to program and technical offices during all phases of the acquisition life cycle. Our staff works with the program offices to help define and refine new or modifications to work requirements of the program offices.

Since 2015, LBO Technology has provided the Department of Commerce Office of Acquisition Management, OFEQ with acquisition support, and full life-cycle human resources support. We coordinated with and provided analysis, made recommendations, and advised program and technical offices during all phases of the acquisition lifecycle. Those phases included both the pre- and post-award acquisition lifecycle. This included requirement gathering and analysis, acquisition document preparation, acquisition process execution, proposal evaluation, award, administration and task order closeout.

As a prime, LBO is providing Physical, Personnel & Facilities Security Support services to DISA-JSP ensuring security in the protection of personnel, hardware, software, networks, and data from physical actions and events that could cause serious loss or damage to an enterprise, agency, or institution. Our staff maintain to meet the security requirements and guidance as defined in the DoD 5200v1-4; DoD 5220.22-M; DoD 5105.21; and other applicable federal regulations to ensure the security and protection of JSP personnel and assets. We support JSP and it mission as an IT service provider and affords a range of shared services to the National Defense community. JSP’s customer base consists primarily of DoD services and agencies in and near the NCR.
LBO is a prime contractor supporting Defense Intelligence Agency (DIA) Facility Management, Logistics, Administrative, Readiness, Engagement & Security (FLARES) 10-year IDIQ contract. The FLARES contracting vehicle will support DIA’s Science and Technology Directorate’s (ST) mission to develop and deliver
leading-edge scientific and technical capabilities; leading and prioritizing ST enterprise programs that enhance analysis, collection, operations and acquisition activities to prevent strategic surprise.

As a prime, LBO Technology is supporting Office of the Director of National Intelligence, to professionalize the IC brand to increase understanding of IC mission, and careers during collberative outreach and recruitment events across the nation in minority and underserved communites.  Our team will reach targeted audience with demographically diverse backgrounds, and skills from rural and underserved communities. Our intent is to close the gap between the IC and the private section when competing for the same talent.
